-The 24th Amendment's power only extend so far....

-Sections 1 and 2 of the 24th amendment say:

Section 1. The right of citizens of the United States to vote in any primary or other election for President or Vice President, for electors for President or Vice President, or for Senator or Representative in Congress, shall not be denied or abridged by the United States or any State by reason of failure to pay any poll tax or other tax.

Section 2. The Congress shall have power to enforce this article by appropriate legislation.

-This amendment prevented poll taxation from occuring in federal elections.

-The barring of poll taxes on all levels of election didn't come up until the Supreme Court's decision on Harper v. Virginia Board of Education.

-The Supreme Court ruled 6-3 to enforce that poll taxing at any level is unconstitutional and violates the 14th amendment's "Equal Protection Clause."
