The Guidelines established by the Chairperson of the IRB:
1.Must be followed by RCICs under the Code of Professional Conduct.
2.Are policies expected to be followed by IRB Panel Members unless some justification exists to diverge from them. 3.Have the force of law and must be followed by IRB Panel Members.
4.Apply in refugee cases only at the IRB.
