Civilian review is the strongest model and allows citizens to investigate complaints against officers, decide on the validity of the complaint, and recommend punishment. Civilian input allows citizens to receive and investigate complaints. The civilian monitor model allows citizens to provide oversight for civilian complaints, but the department receives, investigates, and decides on punishment.
