Transfer pricing is almost definitely not ethical for the company or the citizens of the related countries.
The companies are dodging taxes in the countries they are operating in to drive profits and line their shareholders pockets. This allows them to contribute less to the country they are mainly operating in and making money in.
This money could contribute in great ways to the citizens and the programs of that country. The country that is the tax haven for the company is generating income from the taxes that they are not actually doing anything for. They are allowing the company to take advantage of them because they are okay with it as long as they get their portion.
