The two types of metals must be separated because while main group and select transition metal cations can only carry a single charge, many transition metal cations can have more than one charge.
It is redundant to include the charge if your cation can only do one thing, but you don't know which transitional metal cation you have if you don't include the charge in that case. So we add a new rule for these transition metals.
