Three years ago, Mayor Bob Filner of San Diego resigned from office (true story) after it was revealed that he was in the habit of grabbing the breasts and buttocks of his female employees and often rubbing up against them in order to gain a sexual "thrill." He never attempted intercourse or penetration but "grabbed" at the erogenous zones of these women and fondled them while they were fully clothed. He was charged under the California Code for several crimes involving this unwanted activity.
