Needless to say, the U.S. military presence in the Middle East has been reduced, even if it has not yet brought about the fundamental strategic change that some hoped. U.S. policymakers are starting to see the side effects of this troop reduction, and one of those side effects happens to be the growing interest of Middle Eastern governments in peacefully resolving disputes.
