1. The core tenants of the NAMWC gives citizens the ownership of wildlife in their state while giving
the state the responsibility of managing that wildlife. However, when a species is listed as
threatened or endangered under the federal ESA, the federal government takes over primary
responsibility for management of that species. In most cases, the federal government works with
state wildlife agencies, but the requirement for recovery are spelled out through federal rules.
